At the initiative of the Ministry of Interior and Territorial Communities (MICT) and its partners (OMRH, USAID-LOKAL+), was held at the Hotel Le Plaza, Champs de Mars a two-day workshop to validate the draft decree on the statutory guarantees of municipal staff, whose main objective is to technically support municipalities, development actors.

Several topics were discussed by stakeholders, including: the challenges of state reform and management of human resources, the need to reform the statutory guarantees of municipal staff and the diagnostic of the management of municipal staff.

In his speech, Uder Antoine, General Coordinator for nearly 3 years of the Office of Management and Human Resources (OMRH) noted that the Haitian government has engaged in a public administration reform process with particular emphasis on decentralization in order to guarantee public services close to citizens evolving in the most remote areas of the country "[...] new social and economic data involve the conduct of actions engaged in the direction of improving the public management framework to meet the needs of the growing Haitian population. The resources are increasingly scarce, it is necessary to find a way to rationalize their use for a better provision and distribution of services at both central and local or territorial."

He also stressed the need to make the deconcentration and decentralization a reality. He said he was aware of the difficult reality faced by local authorities, mainly the city councils the level of administrative staff emphasizing "Beyond the precariousness of treatment offered to these executives, there is the the instability of swept positions after each election [...]".

Hertz Obas, the Director General of MICT, "one of the obstacles to sustainable strengthening of communes and certainly the most important, is the fact that municipal staff is always replaced with new agents, often inexperienced and incompetent at the arrival of new mayors at the head of the Town Hall [...] this is why, for ten years, recognizes the need to strengthen municipal administrations to manage the territory, the MICT has focused on recruiting, training and installation of new human resources."

Referring to the great achievements in the context of this vast project, Hertz Obas indicated that 140 payors accounting have already been trained and installed in the 140 communes of the Republic "This device, complemented by the installation of territorial financial controllers located in each borough and a departmental coordinator in each delegation make it possible to obtain municipal budgets before the launch of each new fiscal year and monitor their execution."

As part of this program aimed at set up the local government service, it is above all 6 priority position that are included: Director General, Accountant pays, Tax manager, Technician planner, manager of community facilities and socio-cultural Animator. The possibility of adding a human resources manager is not ruled out.
