Haiti - Politics : Civil society organizations warn against mining

The Mines Justice Collective and other civil society organizations have denounced the way in which mining is practiced in Haiti and criticized the government's plan to stimulate the exploitation of these non-renewable natural resources.

During his ratification sessions, Prime Minister Jean Henry Céant told both Houses of Parliament that "everyone agrees on this project", a project that the organizations denounce, accusing the World Bank of having the right to on the drafting of laws on mining in Haiti...

According to the Collective, mining represents a real danger for the country, underlining that there is no transparency in the management of mineral resources nor in helping people living near the exploitation zones, nor on the protection of the environment.

Frandy Lesperance, Coordinator of the Collective, told at a press conference that one of the Government's objectives is to eliminate parliamentarians' control over mineral resources and has asked deputies and senators to veto the Government's project, which, according to the Collective, "simply aims at providing the country's resources to foreigners."

Beyond these concerns, it is worth pointing out that in view of the revival of the mining sector, since 2012, Haiti relies on the advice and support of national and international partners with great expertise in the field, particularly South Africa, Ecuador, Jamaica, Peru and Chile to develop policies that would both encourage foreign investment and also secure equitable benefits for Haitians https://www.haitilibre.com/en/news-6750-haiti-economy-laurent-lamothe-evokes-the-legal-framework-of-the-mining-sector.html . In addition, the Haitian Government is working with the World Bank https://www.haitilibre.com/en/news-8604-haiti-justice-the-world-bank-is-helping-haiti-in-terms-of-mining-legislation.html which has expertise that Haiti does not have and benefits from its advice in the elaboration of a framework law setting the conditions for the exploitation of Haitian subsoil resources, a framework law that will require a revision of Haitian laws in this sector, that have not been updated since 1976 https://www.haitilibre.com/en/news-8604-haiti-justice-the-world-bank-is-helping-haiti-in-terms-of-mining-legislation.html
