Génard Joseph, the Secretary of State for the Integration of Persons with Disabilities said he was dismayed by the tragic death of Emile Gédéon alias "Boyer" burned alive during the fire at the Gédéon Library in Cap-Haïtien. The victim, who suffered from mental disorders, was locked up in the library at the time of the disaster.
