Haiti - FLASH : Resolution on sanctions, vote postponed at the UN

Wednesday, October 19, 2022, members of the Security Council, supporters of a resolution that would impose international sanctions on gang leader Jimmy Cherizier alias "Barbecue" https://www.haitilibre.com/en/news-37919-haiti-un-barbecue-at-the-top-of-a-blacklist-vote-of-the-resolution-pending.html but also allowing other individuals to be blacklisted (via a committee of the Security Council) [oligarchs, political elites, high-level corrupt politicians, American citizens and others...] who threaten the peace, security or stability of Haiti, have confirmed the postponement for a few days of the vote scheduled for the afternoon...

Yet the day before, Mexico's Ambassador to the UN, Juan Ramon de la Fuente Ramirez, sounded optimistic and said he expected action "very, very soon" on the sanctions resolution "and then we will have to start working on the second resolution which will require a little more work and a few more days."

France's UN Ambassador Nicolas De Rivière had told media earlier on Wednesday "I'm not sure the vote will take place today, it might take a bit longer" without giving details on the reasons for this last hour postponement...

On Monday Dmitry Polyansky, Russia's Ambassador to the UN, had already expressed his reservations about the resolution and told the Council that Moscow could not support "attempts to pass a resolution on sanctions" and had accepted to consider imposing restrictive measures only after considering their "effectiveness, targeted nature and humanitarian consequences..."

Let's recall that the sanctions concern the first of two resolutions on Haiti prepared by the United States and Mexico to be examined. A second resolution, still under review (which meets with reservations from Russia and China), would authorize an immediate (non-UN) armed intervention force urgently requested by Prime Minister a.i. Should be noted that for a resolution to be adopted at the UN Security Council, 9 votes are needed and no vetoes from the following countries: United States, Russia, Great Britain, China and France.
