The leaders of North America : the Mexican President, Andrés Manuel López, the American President, Joe Biden, and the Canadian Prime Minister, Justin Trudeau nicknamed the "three amigos" met this Tuesday, January 10, 2023 in Mexico City.

During this important summit where it will be a question of American protectionism, continental trade of irregular migration and international news, Biden and Trudeau will hold a bilateral meeting on the sidelines of the Summit where it will be question of Haiti if we are to believe the statement to the media the day before by Jake Sullivan the US National Security Advisor "[...] They will certainly discuss Haiti and the type of multinational police force that could help support the Haitian National Police [...] The United States believe it is important to find a country to help lead this effort [...]"

When asked if Biden wanted Canada to be that country, he hesitated and replied "What I don't want to do is interfere [...] So I'll leave it at that for now."

Biden is reticent about the possibility of US troops being part of any aid package as the crisis deepens. However, the two countries could not agree on which country should take responsibility for leading this rapid response mission or what such an operation would entail. Canada sent its Ambassador to the United Nations for a three-day tour of Haiti last December to assess the possibility of an international mission and the role that Ottawa could play.
