Haiti - FLASH : CARICOM members exclude sending troops to Haiti

The Heads of Government of the Caribbean Community (CARICOM), at their 44th Ordinary Meeting in the Bahamas, which ended on Friday, February 17, 2023, reiterated that the Community must play a leading role in addressing the deterioration of the situation in Haiti, a Member State of the Community, towards which there are "moral and political sentiments."

Members affirmed that action is needed from CARICOM given the growing insecurity and its impact on all facets of Haitian life. The Heads of Government were joined in part of their discussions by Prime Minister of Canada Justin Trudeau. The Heads of Government noted the various forms of security assistance provided by Canada and emphasized the strengthening the capacity of the Haitian National Police to protect the general population against criminal activities.

Ariel Henry, but felt that it was necessary "to be more inclusive". In this regard, they agreed to promptly convene a meeting of stakeholders in Jamaica. They also agreed to participate in a meeting to be convened in Haiti with the Haitian parties concerned, to help develop a plan to restore security and the rule of law.

Finally, they agreed to build international partnerships in support of efforts to bring Haiti back to peace and stability as a necessary precursor to free, fair and credible elections.

Asked Friday on the Voice of America (VOA) Creole Service, on a possible involvement of CARICOM troops in Haiti, the Prime Minister of Grenada, Dickon Mitchell, declared unequivocally "No, we will not send troops".

For his part, the Prime Minister of Saint Vincent and the Grenadines, Ralph Gonsalves, declared on the VOA that CARICOM was working on a project aimed at strengthening the Haitian police and security adding "Let them work together" remarks which go in the direction of the declaration of Carla Barnett the Secretary General of CARICOM, who in her opening speech had reiterated her preference to find a solution led by the Haitians to the challenges of their country.
