On Wednesday, June 14, 2023, Acting Prime Minister Ariel Henry was back in Haiti after 3 days (June 11 to 13) of an intense and stormy inter-Haitian summit on the multifaceted Haitian crisis, organized in Kingston (Jamaica) under the auspices of the Caribbean Community (Caricom).

Among other things, Ariel Henry agreed (in principle) to enlarge the High Council of Transition (HCT) from 3 to 5 members as demanded by the Montana group. He made a commitment to form a Government of openness but rejected the idea of setting up a presidential college. However, no consensus was found and no resolution was published, but the fifty Haitian participants (politicians and businessmen) agree to continue to dialogue in Port-au-Prince...

According to Me. Michel André leader of the radical opposition of the Democratic and Popular Sector (SDP), ally of the power in place and signatory of the agreement of December 21, 2022 writes on his Twitter account "The intransigence of certain compatriots of the opposition and their desire to monopolize all the powers during this interim period caused the failure of the summit in Kingston, Jamaica."

For Ariel Henry, the Kingston summit is a step in the dialogue with our compatriots. Three former Caribbean Prime Ministers : Perry Christie of the Bahamas, Bruce Golding of Jamaica and Kenny Anthony of Saint Lucia, who facilitated the tense political negotiations aimed at bringing the Haitians to a compromise remain mobilized and should soon come to Port-au-Prince to meet with the High Council of Transition led by Mirlande Manigat and a wider range of Haitian actors who were unable to be present in Jamaica and continue their facilitation work. The dialogue must continue and we will continue to talk to each other.

"The interim period has lasted too long v! We must set in motion the electoral process, put in place a credible Provisional Electoral Council, and head for general elections," said Henry, during a press briefing on Wednesday June 14, 2023, on his return from Jamaica. Security being a priority and an emergency, the government continues to work to find support and means for a security force, with a view to creating this secure environment, which will allow political parties and candidates to campaign in complete serenity."
