Wednesday April 17, 2024, the Beninese Council of Ministers announced the appointment of Colonel Pamphile Zomahoun (52 years old), Director of Benin's intelligence services as Benin's special envoy to Haiti as part of the next Multinational Support Mission Haiti Security (MMSS) led by Kenya, in which Benin participates voluntarily.

With this appointment, Benin takes a further step in the implementation of the project to deploy Beninese forces in Port-au-Prince and strengthens its ties with Haiti.

Even if this appointment says nothing about the terms of his Mission letter to Haiti, his first urgency will be to prepare the arrival of the 2,000 soldiers that Benin has committed to providing in support of the National Police of Haiti (PNH) in its fight against armed gangs.

These 2,000 men come mainly from the Beninese armed forces (land army, air force, navy and National Guard). It is possible that a very small number of police officers will complete the contingent.

Before leaving for Port-au-Prince, these men will benefit from additional training provided by Beninese and foreign instructors.

One still do not know the timetable for the deployment of the Mission and according to our sources the main players in the operation are preparing an imminent meeting.

The Office of the United Nations Youth Organization of Africa in Haiti-BOJNUAH, welcomes the appointment of Colonel Pamphile ZOMAHOUN as Deputy Ambassador, Special Envoy for Haiti as part of the Multinational Mission to Support the Haitian National Police (PNH) in its fight against armed gangs.

Knowing that part of the ancestral roots of Haitians come from Benin, BOJNUAH recalls the importance and primordial place of Africa in international relations and particularly for Haiti, which symbolizes one of the best representations of the African diaspora, even after centuries since crossing the “Gate of No Return”.

Born on June 1st, 1971, Pamphile Zomahoun is a gendarmerie officer (trained in Saint-Cyr and Melun, in France). He is also a former member of the National Gendarmerie Intervention Group (GIGN) and was respectively boss of the presidential escort under President Boni Yayi, and commander of the Cotonou gendarmerie group.
