The United States has abandoned its request to the UN Security Council for a transition to transform the Multinational Security Support Mission (MMSS) in Haiti, which supports the Haitian National Police (PNH) in fighting armed gangs, into a UN peacekeeping operation (blue helmets). This abandonment was necessary, despite 6 revisions to the renewal project, due to opposition from Russia and China, who cited the turbulent history of UN peacekeeping operations in Haiti. They argued that the political and security conditions in the country were not conducive to a new UN operation in Haiti.

In addition, Russia wants to give the Mission in Haiti more time to establish itself, said Dmitry Polyanskiy, Russian Deputy Ambassador to the United Nations, specifying : "We do not want to prejudge the outcome of the Mission. It is too early to draw conclusions."

Consequently, the draft resolution in blue** for the renewal of the mandate of the MMSS, which will be submitted to the vote this Monday, September 30, to the 15 members of the Security Council, no longer contains any reference to a United Nations peacekeeping operation in Haiti.

The draft resolution in blue decides to extend the mandate of the MSS mission, as currently authorized by resolution 2699, until October 2nd, 2025. It encourages the mission to accelerate its deployment and the international community to provide additional voluntary contributions. It also reaffirms that the Secretary-General may provide logistical support modules to the mission, upon request, subject to full financial reimbursement to the UN through voluntary contributions and in accordance with the United Nations human rights due diligence policy.

Let's recall that the Secretary-General of the United Nations, António Guterres, had declared earlier this month that the establishment of a UN peacekeeping force would not be the best solution for Haiti, which is facing a humanitarian crisis with massive displacement, sexual violence and widespread hunger.
