Haiti - Politic : Assessment of French Cooperation in 2024

Security :

In terms of security, the embassy organized 12 high-level technical training courses for more than 360 police officers from specialized units of the Haitian National Police. Some training courses benefited from the presence and expertise of French RAID elements.

In December 2024, four armored vehicles were handed over to the National Police.

A team of intelligence drones was trained and equipped.

In November 2024, the French Forces in the Antilles took charge of training 25 soldiers from the Haitian Armed Forces for 15 days on their site in Martinique. An operation that will be repeated in March, then in June 2025 with a training of trainers component.

Nearly $10 million has been paid to the Multinational Security Support Mission (MMSS) since the creation of the United Nations trust fund, including through the financing of French and Creole courses for non-French-speaking contingents of the Mission by the International Organization of La Francophonie (OIF). France has also contributed to the mobilization of European partners and to the sum of €10 million paid by the European Union to the trust fund.

Humanitarian :

On the humanitarian level, French aid has more than doubled in 7 years, going from €700,000 in 2018 to €16 million in 2024.

Food aid mainly finances school canteens with a local purchasing policy to support small Haitian producers. For the 2024/2025 school year, more than 80,000 children in 9 departments will benefit from a daily meal at school based on local products.

Humanitarian aid also benefits internally displaced persons in the Port-au-Prince metropolitan area.

Our partners, Solidarités Internationales, Alima, Handicap International provide internally displaced persons with medical care, food aid and water and sanitation services.

Through the IOM, France also supports the return of people repatriated to Haiti.

The Embassy supports the work of several civil society organizations active in the defense of human rights.

Economic Development :

In 2024, 16 million euros were disbursed for the implementation of 16 projects in the sectors of health, education, vocational training, governance, civil protection, risk and disaster management, agriculture, culture and biodiversity.

These projects contribute to strengthening the capacities of administrations and civil society to improve access to essential public services, the daily living conditions of Haitians and support economic development.

The French Development Agency (AFD) contributes to the modernization of the State (Poto Mitan project) to develop inclusive access for citizens to administrative services and civil status in Haiti.

AFD also strengthens the operational capacities of fire, rescue and civil protection services and risk management actors for better coordination of community resources in the event of natural or man-made disasters (Phoenix and R2D2/Response to risks for sustainable development projects).

Maternal and child health and the fight against epidemics and pandemics are AFD priorities in terms of health cooperation. AFD has financed nearly 45 million euros for the construction and rehabilitation of the HUEH and hospitals in the South and Grande-Anse with the aim of strengthening the Haitian health system.

In the education sector, AFD has contributed to the revision of teaching programs (curricular reform), teacher training, the provision of equipment and the development of infrastructure, including vocational training centers in rural and urban areas.

AFD supports the improvement of agriculture with projects supporting agroforestry, irrigation and agricultural microfinance.

It also supports the Haitian Fund for Biodiversity (10 million euros), Haitian culture and cultural and creative industries (Tanbou project) and supports more than twenty Civil Society Organizations (CSOs) through its CSO support window.

The French Embassy supports projects to strengthen the economic empowerment of women and the fight against gender-based violence through the Support Fund for Innovative Civil Society Projects and Coalitions of Actors (PISSCA).

The Expertise France Agency, which mobilizes high-level French and Haitian experts, implements several projects financed by the AFD, but also by the European Union, particularly in the areas of state and customs reform, food security and education.

Cultural :

1 million euros to support our cultural and academic cooperation through the French Institute of Port-au-Prince, 5 Alliances Françaises across the country, and more than 45 scholarships.

The teams of the French Institute of Port-au-Prince have made it possible to hold a program of 90 shows (theater, cinema, reading, concert). A cultural commitment that continues through the network of Alliances Françaises of Cap Haïtien, Gonaïves, Les Cayes, Jérémie and Jacmel.

France supports the Haitian Art Center, the Par 4 Chemins festival, the “Carribean Dance Platform” Festival, PAPJazz, several artist residencies and the publication of the Conjonction magazine to bring artistic pluralism to life in Haiti.

Education :

Every year, hundreds of students continue their studies in France and contribute to strengthening Haiti’s human capital.

The Lycée français Alexandre Dumas welcomes more than 250 students in Port-au-Prince and serves as an examination center for the French baccalaureate for several hundred students from partner schools.

In 2024, France funded 19 Master II scholarships and 14 doctoral scholarships, as well as a year of specialization for 12 doctors.

More than 4,000 Haitian students are welcomed in French universities, in metropolitan France, but also in Martinique, Guyana and Guadeloupe. The average cost of 10,000 euros per academic year is covered directly by the State budget.
