Haiti - FLASH : Towards the creation of a UN support office for the Multinational Mission in Haiti

On July 2nd, 2025, Miroslav Jenča, United Nations Under-Secretary-General for Europe, Central Asia, and the Americas, addressed the UN Security Council and noted that the report of the United Nations Integrated Office in Haiti (BINUH) indicates a significant increase in the number of victims of intentional homicide since the beginning of the year. The report lists 4,026 deaths, including 376 women, 21 girls, and 68 boys. This increase represents a 24% increase compared to the same period last year.

Furthermore, the number of internally displaced people due to gang violence has reached alarming levels. According to the Internal Displacement Monitoring Center, this figure now exceeds 1.3 million. It is important to note that this figure is three times higher than the figure recorded in 2023 and six times higher than in 2022.

Jenča recently visited Haiti and found the capital, Port-au-Prince, isolated and paralyzed by gangs. He warned that without further intervention from the international community, the total collapse of the state's presence in the capital could become a reality.

Despite their efforts, the Multinational Mission and the Haitian National Police have failed to restore state authority in the country. Jenča warned that without additional security support from the international community, the outlook is bleak.

He called for additional voluntary contributions to the MMSS Trust Fund. He also proposed the creation of a United Nations support office to provide logistical and operational support to the MMSS, believing this represents a realistic and concrete solution to meet Haiti's immediate security needs.

In his remarks, Jerome Bonnafont, Permanent Representative of France to the UN, stated, "The absolute priority is to restore security in Haiti [...] Without restoring security, there can be no progress in the political transition process. [...] Strengthening international support for security in Haiti is essential and urgent.

"[...] greater involvement of the United Nations to help restore security. [...] As Kenyan President William Ruto has emphasized, this Mission must be better equipped, in terms of troops and equipment, to help slow the expansion of gangs and reclaim the territories they control. France encourages partners to redouble their efforts to support the mission [...] France is convinced that the United Nations can provide strategic and operational expertise, as well as essential logistical support. The Secretary-General submitted recommendations on this matter, including the creation of a logistics support office, more than four months ago. The urgency of the security and humanitarian situation compels us to move forward. This is the responsibility of this Council. France once again calls on all international partners to redouble their efforts and wishes to move forward as quickly as possible with the entire Council to reach a rapid decision on the Secretary-General's proposals.

Vassily Nebenzia, Representative of the Russian Federation, described the 2026 election timetable as "unrealistic" and called for greater voluntary funding for the Kenyan-led security mission before it becomes yet another example of mechanisms that did not live up to their potential. Moscow stands ready to discuss the Secretary-General's “sensible” proposal to support the Mission.

Zhang Jun, the Chinese delegate, emphasized the need to advance the political process and lay the foundations for an effective and accountable government, which is essential to lift Haiti out of chaos [...] "more action is needed to lay the groundwork for inclusive and credible elections," he said.

Roberto Alvarez, Minister of Foreign Affairs of the Dominican Republic, expressed his full support for the Secretary-General's proposal for an office to assume operational and logistical aspects and effectively support the Multinational Mission. He called on the Council to urgently adopt this "hybrid model" which he believed was the most effective way to ensure the logistical stability and operational effectiveness of the Multinational Mission and provide it with a clear and achievable plan of action.

The representative of Panama also called on the Council to support the creation of a support office for the Multinational Mission in Haiti.

In summary, the Security Council seems to be broadly open to the creation of a support office for the Multinational Mission to prevent Haiti from sinking into the "abyss". Let's hope this will soon be resolved through a resolution.
