Haiti - Security : 70% of motorcycles are neither registered nor insured (Video)

The Third-Party Vehicle Insurance Office (OAVCT) officially launched its ambitious "Moto pa m légal" program in Cap-Haïtien on Friday, August 15, 2025, aiming to repatriate more than 4 billion gourdes in tax revenue while consolidating its strategic role in road and public safety.

Director General Pierre Jean Raymond André, speaking at the 22nd edition of "Mardis de la Nation" recalled that nearly 70% of motorcycles in circulation in the country remain unregistered with the Directorate General of Taxes (DGI) and uninsured with the OAVCT.

To address this situation, the program establishes a tripartite partnership between the OAVCT, the DGI, and the Central Directorate of Highway Police (DCPR), ensuring that motorcycle drivers obtain all the legal documents required by law.

Present in 20 provincial cities, the OAVCT also deploys mobile units under the "OAVCT lakay ou" program, to bring its services closer to taxpayers, including in the most remote areas.

In the interest of good governance and rigorous management, Director General André reaffirmed his commitment to making the OAVCT profitable by reducing internal expenses and paying down public debt. He emphasized the need to establish a lean, efficient, and logistically strengthened institution, supported by ongoing staff training and the modernization of its tools.

Welcoming the resumption of long-suspended services, including the production and availability of 400,000 stickers and insurance policies, André emphasized that the "Moto pa m légal" program will enable better traceability of police operations, particularly for the suppression of traffic offenses and violent crimes in areas under the influence of armed groups.
