Haiti - Grand Nord : Haiti's Economic Recovery and Development Plan 2025-2030

On Thursday, September 4th, 2025, Alfred Fils Métellus, Minister of Economy and Finance, officially launched the first regional consultations in the Grand Nord region to broaden the participation of local authorities and the departmental private sector in the development of the 2025-2030 National Recovery and Development Plan, which will be developed in collaboration with sectoral ministries and Technical and Financial Partners (TFPs).

In their opening remarks, international partners, including Ms. Anne Lucie Lefebvre, World Bank Representative, and Ms. Corinne Catala, Inter-American Development Bank Representative, emphasized their strong support for this new dynamic, which prioritizes the departments.

This ambitious plan aims to revitalize the national economy, strengthen basic social services, and consolidate public institutions for inclusive and sustainable growth.

The success of this project depends on the commitment and ownership of all national stakeholders. It is within this framework that a cycle of inclusive consultations was initiated. Following online sessions with the private sector and public authorities, the process now continues with regional consultations. These aim to broaden the participation of local authorities, the local private sector, civil society, youth, and departmental directorates, in order to better integrate territorial priorities and local realities into the Plan.

The Grand Nord constitutes the starting point for this Recovery Plan. This region, with its industrial, agricultural, tourism, and cultural potential, but also facing significant challenges in terms of infrastructure, social services, and local governance, will serve as the initial framework for initiating the territorial dynamic, which will gradually be extended to the country's other departments.

This plan, which constitutes a prioritized investment framework and a clear budgetary orientation intended to guide public investment choices, does not start from scratch. The process will incorporate lessons learned from previous experiences, both at the national and local levels, to ensure a realistic, inclusive, and action-oriented approach.

The consultations in the Far North have a three-fold objective :

Inform and share :

Present the strategic orientations of the Plan, as reflected in the three pillars, so that all participants understand the logic and priorities guiding future interventions.

Collect and prioritize :

Identify, through contributions from local elected officials, the local private sector, civil society, youth, and local authorities, the specific priorities of the territory.

Strengthen consultation :

Create a space for constructive dialogue between the State, local authorities, socioeconomic stakeholders, and technical and financial partners, in order to more effectively coordinate and coordinate future interventions.

These regional consultations in the Grand North are designed to produce tangible, action-oriented results. The expected outcomes of these dialogue and exchange sessions are:

Concrete recommendations :

Obtain a set of specific proposals and measures, perfectly adapted to the unique context of the Far North, for a direct and relevant impact;

Prioritization of interventions :

Identify and prioritize projects and initiatives that should be prioritized for inclusion in the consolidated version of the 2025-2030 Recovery and Development Plan, thus ensuring efficient resource allocation;

Improved local ownership :

Strengthen local stakeholders' commitment and sense of ownership of the process, ensuring that the plan truly reflects their aspirations and needs;

Strengthened State-Local Dialogue :

Establish a solid foundation for lasting and fruitful collaboration between the central government, local authorities, socioeconomic stakeholders, and technical and financial partners, for optimal coordination of future efforts.
