On Wednesday, November 12, 2025, Prime Minister Alix Didier Fils-Aimé officially launched the campaign to raise awareness, mobilize, and train Haitian women for inclusive elections. This event, organized by the Provisional Electoral Council (CEP), brought together several high-ranking national figures, including Ms. Pedrica Saint Jean, Minister for the Status of Women and Women's Rights (MCFDF); Presidential Advisor Frinel Joseph; Prime Minister Alix Didier Fils-Aimé; CEP President Jacques Desrosiers; Electoral Advisor Yves Marie Édouard; Deputy Ombudsman Amoce Auguste; UN Women Representative Goretti Ndwayo; as well as members of the government, institutional and financial partners, departmental directors of the MCFDF, and representatives of feminist and women's organizations. In his remarks, the Head of Government reaffirmed that women's participation remains essential to strengthening Haitian democracy. The Prime Minister reiterated his team's commitment to promoting political equality between women and men. To this end, the draft electoral decree includes financial incentives of up to three billion gourdes, designed to encourage women's full participation at all stages of the electoral process. The effects of these measures are already tangible : 40% of the staff recruited by the Provisional Electoral Council (CEP) for the departmental and municipal electoral offices are women. Furthermore, a minimum quota of 30% female candidates is now required on the legislative lists of political parties, and a 25% funding bonus will be granted to organizations that succeed in electing more than 50% women in the upcoming general elections. https://www.haitilibre.com/en/news-46111-haiti-flash-electoral-decree-revealed-diaspora-and-women-voting-mandatory.html In conclusion, the Head of Government called on women to continue their commitment to equitable political representation, reaffirming that their full participation is the guarantee of an inclusive, stable, and prosperous democracy. In her remarks, Minister Saint Jean welcomed this initiative by the Provisional Electoral Council (CEP), which aims to strengthen the full participation of Haitian women in the electoral process. She reiterated that “democracy cannot exist without women" emphasizing the importance of a collective commitment to removing the social, economic, and institutional barriers that hinder their political participation. She also highlighted the advancements planned in the 2025 electoral decree, including : • The requirement for at least 30% women on parliamentary lists; • The presence of at least one woman on each senatorial list; • Financial incentives for parties promoting gender parity; • Increased public funding for parties that have elected women or people with disabilities. Ms. Saint Jean also stressed the need to prevent and combat all forms of electoral violence—physical, psychological, or institutional—in order to guarantee a safe, inclusive, and respectful electoral environment where every woman can exercise her rights fully and with dignity.
