Haiti - Politic : Towards a strong and forward-looking Haitian diplomacy

On Wednesday, December 17, 2025, at the Kinam Hotel, Prime Minister Alix Didier Fils-Aimé participated in the official opening of the 4th Conference of Haitian Ambassadors, which focused on the theme "Haitian Diplomacy Serving National Priorities".

This two-day conference brought together Laurent Saint Cyr, President pro tempore and Coordinator of the Transitional Council; Advisors Leslie Voltaire, Smith Augustin, and Régine Abraham; Foreign Minister Jean-Victor Harvel Jean-Baptiste; members of the government; high-ranking state officials; all Haitian ambassadors, chargés d'affaires, and consuls accredited abroad; and representatives of the diplomatic and consular corps accredited to Haiti.

This conference marks the beginning of a strategic process of reflection on Haiti's diplomatic direction for the next 25 years. It also aims to strengthen coordination between the central administration and diplomatic missions abroad and to modernize the management standards of Haitian diplomatic missions.

In his address, the Prime Minister paid tribute to the ambassadors and consuls for their commitment to defending Haiti's image on the international stage, despite the security, humanitarian, and political challenges of 2025. "I want to be very clear : my government is acting methodically, courageously, and consistently. Security is at the heart of our actions, as it is the essential condition for the survival and dignity of our nation. Without security, there is no state, no economy, no democracy, and no human dignity. Armed gangs are not social actors; they are enemies of the Republic [...]" He also emphasized the need for Haitian diplomacy to be active, strategic, and focused on mutually beneficial partnerships, calling on our diplomatic representatives to fully embody the missions entrusted to them.

On behalf of the Haitian state, Fils-Aimé and Laurent Saint-Cyr urged the Ministry of Foreign Affairs to promote a coherent and responsible diplomacy aligned with national priorities, for the benefit of the Haitian people and Haiti's international standing.

In his address, Laurent Saint-Cyr emphasized the urgent need for collective mobilization in the face of the worsening crises plaguing the country. He issued a pressing appeal to Haitian ambassadors, urging them to resolutely defend the nation's interests, relying on strong partnerships, a spirit of sacrifice, and a sense of responsibility. He highlighted the major national priorities: restoring security, organizing credible elections, responding to the humanitarian emergency, and economic recovery. He concluded by stating that the country does not need passive diplomats, but rather committed men and women, united in solidarity and focused on a common mission : restoring the confidence and dignity of the Haitian people. He also outlined several key themes, including immigration, diaspora integration, the necessary reform of Haitian diplomacy, youth integration, and women's leadership in decision-making positions.

Jean-Victor Harvel Jean-Baptiste, Minister of Foreign Affairs, emphasized the need for a coherent and proactive diplomacy, aligned with national priorities, and stressed the importance of strengthening mission management, improving the country's image, and consolidating Haiti's diplomatic presence on the international stage.
