SPNH-17 Raises a Rank Issue

The Haitian National Police Union (SPNH-17) continues to demand respect for the promotion principles within the Haitian National Police (PNH) : one rank every three years. The Union denounces the conspiracy aimed at preventing young women and men from reaching high command, while several Inspectors General and Commissioners obtained their ranks in only 10 to 15 years, without a university degree or competitive examination. PNH Promotion Principles: 9 years : Agent 4; 12 years: Inspector; 15 years : Chief Inspector; 18 years : Divisional Inspector; 21 years : Commissioner.
