On Thursday, January 29, 2026, the Security Council unanimously adopted resolution 2814 (2026), renewing the mandate of the United Nations Integrated Office in Haiti (BINUH) for a period of one year, until January 31, 2027.

By adopting resolution 2814 (2026), the Security Council revised BINUH’s mandate to undertake six key tasks "in an integrated manner with all UN entities in Haiti."

These tasks include, in particular : "Utilize good offices to facilitate inter-Haitian national dialogue" in support of the constitutional and political process in Haiti, and supporting the Haitian authorities in organizing and holding municipal, parliamentary, and presidential elections in 2026 in order to "achieve a peaceful transfer of power to elected Haitian officials."

BINUH is also tasked with assisting Haitian authorities in reducing community violence, notably through the design of a Haitian-led disarmament, dismantling, and reintegration program, and by supporting safe exit pathways, voluntary disengagement, rehabilitation, and reintegration for individuals, particularly children, formerly associated with gangs.

New focus on combating gang violence

The new mandate also reflects the recent creation of the Gang Supression Force (GSF) https://www.haitilibre.com/en/news-45891-haiti-flash-the-security-council-has-voted-for-the-new-gang-repression-force.html . In close coordination with this Force and relevant international organizations, BINUH is called upon to "assist the Haitian authorities in addressing prolonged pretrial detention through support to relevant Haitian institutions, and support the Haitian judiciary in its regular monitoring of the functioning of the courts and provide advisory support for its handling of high -risk individuals, as appropriate."

BINUH will also be required to "Monitor and report on cases of gang violence, criminal activities, and human rights abuses and violations, including sexual violence against all women, girls, men and boys including by maintaining dedicated capacity for protection advisors."

"Today, this Council has taken another decisive step toward the stabilization of Haiti," said the representative of the United States. "The UN must focus its role on maintaining peace and security, while ensuring that Member States’ funds are used effectively and efficiently for this purpose."

The delegate of Panama stated that the resolution is appropriate to the current context and maintains a balance between assistance to the political electoral process and support for the judicial system. He expressed his "commitment to continue working constructively within this Council to support Haiti during this decisive phase of its history."

The representative of China expressed his grave concern regarding the continued flow of illegal arms into Haiti, urging all parties, particularly the main source countries of arms and ammunition, to adopt concrete measures for border control and arms regulation, and to support the active role of the Sanctions Committee, BINUH, the United Nations Office on Drugs and Crime (UNODC), and other agencies.
