Haiti - Environment : Risk Management Actions Three-Year Operational Plan 2024-2027

Shocks no longer seem isolated incidents in the Haitian context, or at least are no longer perceived as such, given their frequency and overlapping nature, often occurring before communities can even recover. This Three-Year Operational Plan (POT 2024-2027), the first to stem from the National Disaster Risk Management Plan (PNGRD 2019-2030), is indeed emerging in a context of multiple crises. Despite everything, the National Disaster Risk Management System, particularly through its Permanent Secretariat and the Directorate General of Civil Protection (DGPC), has intensified its efforts, with the support of technical and financial partners, to reach this new stage.

Indeed, it is projected that by 2030, "Haitians, public and private institutions, and communities will be able to ensure the protection of lives and property against the multiple risks to which they are exposed, while strengthening collective and territorial resilience, in accordance with the principles of gender equality, inclusion, human security, and good governance within a sustainable development framework."

Therefore, there is no respite in achieving this goal. The 2024-2027 Territorial Action Plan (POT) is a planning tool, divided into annual targets and based on four strategic pillars:

(i) risk knowledge;

(ii) risk governance;

(iii) risk investment and transfer;

(iv) Preparedness and Response

This Operational Planning Framework (OPF), which is not strictly speaking an operational "development" plan, focuses exclusively on disaster risk management actions and initiatives for integrating risk criteria into development planning. It adopts a multi-hazard approach and covers the various components of disaster risk management, including event analysis and knowledge, mitigation, preparedness, response, and recovery.

The 2024-2027 OPF mobilizes the operational level of the central government. At this level, and according to the organization of the National Disaster Risk Management System (NDRMMS), sectoral risk management is primarily ensured by institutional, sectoral, and thematic committees, while preparedness, response, and recovery are handled by emergency preparedness and response committees and, in the Haitian context, the National Emergency Operations Center.

Haiti remains highly vulnerable to natural disasters and has a very high INFORM risk index of 7.2 for 2024. This vulnerability is largely due to the country's exposure to multiple natural and human-caused hazards. More than 93% of the country's land area and more than 96% of the Haitian population are exposed to the risks of at least two hazards, including hurricanes, floods, earthquakes, landslides, and droughts, according to available data.

In addition to this high level of exposure, multiple shocks related to the socio-economic, political, and environmental situation at the territorial level exacerbate vulnerabilities. The socio-economic situation has been deteriorating over the years. For example, armed group violence and insecurity are causing the internal displacement of hundreds of thousands of people, while also disrupting the movement of people and goods throughout the country.
