Haiti - Security crisis : High-level strategic meeting

Wednesday March 18, 2026, at the Prime Minister's Office during a high-level strategic meeting with the National Commission for Disarmament, Dismantling and Reintegration (CNDDR), as well as with Haiti's main international partners, the Prime Minister, Alix Didier Fils-Aimé, reaffirmed with determination his commitment to fully restore the authority of the State throughout the national territory and to provide a structured, coherent and sustainable response to the security crisis.

This initiative comes at a decisive moment, marked by the intensification of operations by security forces aimed at regaining control of areas occupied by armed groups. The Government intends to consolidate this dynamic through complementary action, based on a clear link between the repression of criminal activities and a rigorous reintegration policy.

The Prime Minister firmly recalled that the recruitment of young people into armed groups constitutes a serious attack on public order and the future of the Nation. He stressed that the State cannot tolerate an entire generation being diverted from its destiny by organized criminal networks.

At the same time, the Government has affirmed its responsibility to offer credible alternatives to these young people, through supervised reintegration measures, intended in particular for children, adolescent girls and women exposed to the influence of these groups.

This approach, based on a rigorous assessment of situations, aims to protect, supervise and reintegrate, without ever compromising national security imperatives.

Fils-Aimé, also President of the Superior Council of the National Police (CSPN), was categorical "the reintegration policy constitutes neither a concession nor a weakness of the State. It is part of a global strategy where justice remains fully mobilized to track down, prosecute and sanction all those who are guilty of criminal acts.

The deployment of judicial centers on the national territory will support this requirement for efficiency and firmness in the application of the law" In a logic of reinforced management, the Prime Minister decided to structure a strategic coordination mechanism between the State and its partners, in order to guarantee the coherence of interventions and ensure rigorous monitoring of the actions undertaken.

Guerda Prévilon, President of the CNDDR, was responsible for leading this system, with the mandate to define an integrated operational strategy, including in particular the establishment of secure reception infrastructure, training programs and socio-economic support systems.

Carlos R. Massieu, Head of the United Nations Integrated Office in Haiti (BINUH) as well as international partners, including the International Organization for Migration (IOM), UNICEF, the European Union, the United Nations Development Program (UNDP), UNESCO and United Nations Office for Project Services (UNOPS), took note of this orientation and reiterated their availability to support the Haitian State in respecting its priorities and its sovereignty.

Through this approach, the Government is sending an unambiguous message "the State is fully committed to reestablishing republican order, protecting the population and guaranteeing that no one can evade the law. The reintegration of young people is part of this vision of authority, responsibility and national reconstruction."
