Haiti - UEH : A Year of Governance, Executive Council Review 22/03/2026 09:43:07
On the occasion of the first anniversary of the mandate of the Executive Council of the Rectorate of the State University of Haiti (UEH), Rector Dieuseul Prédélus presented a clear-eyed assessment. Despite a challenging security situation that caused material damage and disrupted the institution's operations, the Council brilliantly met the major challenge of ensuring educational continuity despite the obstacles. Measures to combat the effects of the crisis: Digital continuity : • Distribution of SIM cards (30 GB/month) and tablets to students; • Provision of Starlink kits for full-time professors. Temporary infrastructure : Relocation of displaced administrative offices to maintain university public services. Social protection : Signing of a protocol with OFATMA for student health insurance. Administrative Modernization : • 100% online admissions platform; • Digitization of archives; • Creation of a digital library; • Launch of a new website and a centralized academic database. Internationally : Under the leadership of Predner Duvivier, Vice-Rector for Academic Affairs, the university has achieved key milestones : New Programs : Creation of a Master's program in Public Policy Analysis (FDSE). Administrative Efficiency : Accelerated processing of diplomas and certificates. University Diplomacy : Signing of strategic partnerships in America, Europe, Africa, and Asia (notably with York University, Laval University, and Elms College) aimed at joint degrees and international mobility. The 2025-2029 Strategic Plan is structured around five pillars : 1 - Research & Innovation : Increased funding for the Research Support Fund, creation of a scientific prize, and an Artificial Intelligence Research Center. 2 - Student Life : Expansion of catering services and infirmaries in every campus, and creation of a central library. 3 - Governance : Adoption of a new organic law for the State University of Haiti (UEH) and increased transparency in management. 4 - Decentralization : Development of the Grand Sud Campus and renovation of the Limonade Campus. 5 - Human Capital : Salary increases and improved social benefits for teaching and administrative staff. Testimonials have confirmed this dynamic of change. Bertil Victorin, from the Student Life Department, welcomed a “glimmer of hope” for the staff, while Ms. Marc-Lyse Cantave, student representative, emphasized that the State University of Haiti (UEH) was no longer simply managing the crisis, but was initiating a genuine, fundamental reform. This first year of the mandate stands out as a foundational step. Despite the instability, the Rector's team has demonstrated resilience and achieved concrete results.
