As part of the preparation of the 2026-2027 draft budget, Prime Minister Alix Didier Fils-Aimé has just sent the budget framework letter to the authorizing officers of the Public Administration.

The framework letter outlines the main lines of budgetary policy and reiterates the standards and constraints for estimating resources and appropriations. This letter is accompanied by indicative appropriation ceilings allocated to each of the institutions concerned.

This is a pivotal step in the budget preparation process, as it serves as the trigger from which entities within the State Administration begin preparing their expenditure proposals, which will be submitted to the Ministry of Economy and Finance and, with regard to the "Public Investment" component, to the Ministry of Planning and External Cooperation. This step also leads to the phase of joint budget conferences, during which the institutions' detailed budget proposals and their financial feasibility are examined and discussed, in light of the priorities and guidelines defined in the framework letter.

Public security and national defense;

The rule of law, justice, governance, and the fight against corruption;

Planning, coordination of public policies, and expenditure efficiency;
