On Friday, September 18, 2026, the Ministry of Planning and External Cooperation (MPCE) launched the Portfolio Review, focusing on externally funded programs and projects being implemented during the 2025–2026 fiscal year.

In her remarks, Minister of Planning Sandra Paulemon emphasized the strategic significance of the portfolio review, describing it as a forum for dialogue, accountability, and decision-making. She structured the approach around three key imperatives: national ownership, efficiency and results, and mutual accountability.

Minister Paulemon advocated for external funding that supports the national development vision. "Haiti cannot simply be a site for the execution of a multitude of projects. Haiti must be the lead actor in defining, directing, and monitoring and evaluating the interventions that contribute to its development," the Minister asserted.

She also called for better coordination among partner interventions, particularly when multiple partners are active in the same sector or geographic department addressing similar issues. "We must avoid duplication, identify complementarities, and ensure that available resources are directed toward priority needs," the MPCE Minister continued, while also welcoming the relaunch of the External Aid Management Module.

Fritz Gérald Louis, representing the Minister of Economy and Finance, highlighted the importance of effectively managing resources mobilized for development. He also stressed the need for better alignment between planning, resource mobilization, budget programming, and project execution.

Speaking at the event, MPCE Director General Guy Roméro Latry emphasized the importance of the portfolio review as a tool for monitoring and coordinating externally funded projects. He emphasized the need for national institutions and technical and financial partners to share a common vision regarding the progress of projects, the results achieved, and the difficulties encountered during their implementation.

In her presentation on the portfolio review process, Ms. Yvrose Guerrier, Director of the External Cooperation Directorate (DCE), highlighted the total volume of the active donor portfolio, amounting to 364.75 billion Gourdes, with actual disbursements totaling 141.29 billion Gourdes (38.74%). The outstanding disbursement amount thus stands at 223.46 billion Gourdes. The portfolio comprises 118 financing lines corresponding to 112 distinct projects. According to Ms. Guerrier, the review will serve to analyze the technical and financial performance of the projects, identify key bottlenecks, and examine the extent to which they align with national priorities.

In her remarks, Nicole Boni Kouassi, the UN Resident Coordinator, underscored the importance of coordinating development interventions. She noted that the portfolio review offers a shared platform for national authorities, technical and financial partners, and implementing organizations to discuss progress made and challenges faced.

For her part, Ms. Annalisa Lombardo, President of the Inter-Organization Liaison Framework (CLIO), reaffirmed CLIO’s commitment to strengthening dialogue between Haitian institutions and the relevant partners.

Luca Trinchieri, Team Leader and Head of Cooperation with Haiti for the European Union (EU)—speaking via videoconference—reiterated the importance placed on cooperation between the EU and Haiti. At the conclusion of this review, the MPCE aims to gain a clearer understanding of the implementation status of externally funded programs and projects and, together with the relevant institutions and partners, to devise concrete measures to overcome the identified constraints.
