In a letter sent Monday to the Head of State, Dieuseul Simon Desras, the President of the Senate who said to be "...willing to assist the President to establish the institutions while respecting the rules and standards..." urges the President Martelly, to renounce to the unilateral formation of a Permanent Electoral Council of 6 members, but rather to "take the historic initiative to convene and meet at the earliest, all the forces of the Nation [...] in order to find a concerted solution to the impasse resulting from the formation of the Electoral Council that must organize the next elections," in order to prevent the country sliding into a deep crisis...

Evoking also the differences, following the publication of the amended text of the Constitution ; the controversy surrounding the designation of 3 representatives of the Superior Council of Judicial Power (CSPJ), which sinks into crisis, with the departure of two of its members and the impossibility for the Senate, to get a quorum due to the reduction to 20, of umber of senators, the Senator Desras, in response to the request of the Chief of State to meet a new deadline of 8 days explains "Mr. President a complication of political nature result of the option expressed by a large number of deputies and senators or the formation of a Provisional Electoral Council of consensus or a Electoral Council of transition, relayed by the political class, undermining all chances of Parliament to respond positively to your request."

Tuesday evening before the press, the President Martelly said advocate dialogue and have initiated discussions with the Presidents of both Houses, evoking a dialogue without however making any concessions on the nature of the Electoral Council. He says he's determined to establish in the coming days, the Permanent Electoral Council. He ensures that several options are being considered, including the establishment of a Council of 6 members, initially, because of the continued absence of the three representatives of the legislature.

Concerning his position on the crisis in CSPJ, the President Martelly explained "[...] The CSPJ for me is the past, it is constituted and is independent [...] If you need to know my impression of what happens inside the CSPJ, it is asking me to get into something that does not concern me, because I want to respect the independence of the three powers, I would not comment on this topic, it is the CSPJ that must define its position [...] I have already received a letter, which tells me they have made their choice [...]"

Returning to the second period of 8 days granted to the Parliament, to choose its 3 representatives, the Head of State has informed "[...] I gave the Parliament a period of 8 days to act [....] if nobody comes, I will continue with the procedure which requires that we put the Permanent Electoral Council in place [...] it's sure I'll do it, we can not make crooked roads, we are moving toward a Permanent Council [...] because if we reflect on a Provisional Electoral Council, we would be illegal.

We are determined, we're committed to establish the rule of law, we are committed to giving powers their independence. We commit to create the institutions, that have not yet been created, we commit to strengthen the institutions that are weak. So that's what we do and this is where we are today [...]"

The Permanent Electoral Council, it's done !
