Haiti - CTCEP : Senator Jean William rejects the criticisms...

The Senator Jean William Jeanty, signatory of the Agreement with the Executive, on the formation of a "College Transitional of Permanent Electoral Council" (CTCEP), responsible for organizing the next elctions rejects the criticism expressed by several political leaders, saying that this agreement between the Executive and the Legislature opens the way to the resolution of the electoral crisis... "We should wait the implementation of the MoU before criticizing its weaknesses," declared the Senator, noting that commitments not mentioned in the agreement have been made by both parties to facilitate the progress of the process.

Regarding the appointment of three representatives of Parliament to the CTCEP, the Senator Jeanty noted that 17 of 20 senators have already agreed on a participatory formula, in which, 6 sectors of civil society will sumit each two names to a Bicameral Commission (to be formed) which, after investigation on the submitted personalities, will select three representatives of Parliament to the CTCEP. Concerning the ratification of these members in the National Assembly, the Senator believes that it will be a symbolic step since the choice has been made by the Bicameral Commission.

However, this process, that seems certain for the Senator Jeanty, is far from being shared by his colleague Deputy Jean Tolbert Alexis, President of the majority bloc "Parliamentarians for Stability and Progress (PSP)" [which includes more than 60 deputies and member of the Bicameral Commission, created to monitor of discussions on the establishment of the Electoral Council, said "The proposal of Senators does not commit the Chamber of Deputies, even less the PSP. This is only a hypothesis [...]"

For the Deputy "the power of parliament, can not be delegated [...] We will not choose from the proposals of civil society [...]", recalling that the process of selecting representatives is already in place in both Houses, and indicated that more than 90 nominations, had already been tabled in Parliament.

In short, all the ingredients are in place for a few more episodes in the saga of the electoral crisis, with in perspective of clashes between the two chambers, unless our parliamentarians, on the occasion of the new year, fulfills the wishes of the people, that wishes that our elected quickly find the path of reason...
