Haiti - Politic : Bicameral Commission, first day, first failure

Tuesday, February 19, the Bicameral Commission, installed the day before, which must within 10 working days, choose the 3 representatives of the Legislature, to sit at College Transitional of Permanent Electoral Council (CTCEP), responsible for organizing the next elections, was unable to complete its first working meeting, deputies and senators failing to agree, among other things, on the order of priorities.

Senators demanded that is establishes first and foremost the terms of reference for the selection of candidates at CTCEP and submitted for this purpose a text of proposals, while the deputies demanding in priority the establishment of the office of the Commission.

During this first meeting senators and deputies returned responsibilities to both parties. The Senator Jean-Baptiste Bien-aimé, accuse the deputies of wanting to block the process "this is an attempt of deputies pro-Martelly to block the process of the establishment of the electoral body," while on their side, the deputies blame the senators. The deputy Abel Descollines, deplores that the text of the terms of reference have been drafted unilaterally by the Senate and says that these are the senators that are blocking the process "It is quite unusual that members of the Senate want to dictate their will to the deputies."

To add to this division, the Senator Wenceslas Lambert, adopts a position against his Senate colleagues stating that "the first task of a parliamentary committee is the establishment of an office to coordinate its activities."

For his part the Deputy Jean Danton Léger (independent) also takes position against his fellow deputies, describing the positions of the deputues of the bloc "Parliamentarians for Stability and Progress" (PSP), which represent the majority of deputies Commissioners "of extreme" and of "false debate".
