Two days after the running of the Carnival of Flowers 2013, an important meeting was held at the Ministry of Tourism, between Stéphanie Balmir Villedrouin, the Minister of Tourism, Josette Darguste, acting Minister of Culture, Grégory Saba, the President of the Carnival of Flowers 2013, Elsa Baussan Noël, Adviser to the President of the Republic and a delegation of five members of the School of Samba of Rio, came directly from Brazil.

Initially, participants made ​​an initial technical assessment of the Carnival of Flowers 2013. Our Brazilian friends, experts in carnival festivities, as evidenced by the realization of the largest carnival in the world, that of Rio, then made ​​several recommendations to Haitian officials, after reviewing the strengths and weaknesses of our carnival.

The course, the role and location of sponsors, media platform, the marriage between art and culture, the identity of the musical groups, the choreography, the group of artists, the role of committees of cities and neighborhoods, the agenda of preparation, tourism aspect, the carnival industry, cultural free zone, the establishment of a cooperation Port-au-Prince / Rio : are as many points that were discussed in the perspective of the Carnival of Flowers 2014.
