Monday, October 17, 2022 Jean Victor Généus, the Minister of Foreign Affairs presented the state of the situation in Haiti. Contrary to his last speech on September 26, where he declared before this same Council "[...] I am able to announce that, with the exception of a few isolated cases, the situation is generally under control and calm has returned in several parts of the country [...]" provoking strong reactions in Haiti https://www.haitilibre.com/en/news-37751-haiti-flash-disconnected-and-irresponsible-remarks-of-chancellor-geneus-at-the-un.html , on Monday, his declarations were this time completely the opposite declaring "[...] I have the delicate mission of bringing, before the Security Council, the cry of distress of an entire people who are suffering and to say, with loud and intelligible voice, that Haitians do not live. They survive [...]

Since September 12, the situation has evolved dangerously towards deterioration. Unfortunate and regrettable events are recorded every day: loss of human life, kidnappings, destruction of public and private property, rape, theft, looting, threats and intimidation [...] we are witnessing a considerable deterioration in the socio-economic situation of the country [...] the Varreux oil terminal, the largest in the country, which is occupied and controlled by armed gangs [..] attempts by the security forces to unblock access failed and were welcomed with gunfire of large caliber weapons. This situation caused a shortage of fuel and had catastrophic consequences for the country. Hospitals have had to close their doors or considerably reduce their activities, drinking water no longer flows through the taps, because the pumping stations are shut down for lack of fuel [...] The supply of the capital and the towns of province with foodstuffs becomes difficult and risks rapidly aggravating the humanitarian crisis. 12,000 jobs are threatened in the Free Zone of Caracol which risks closing, unable to supply itself with fuel."

In addition to this gloomy picture, Généus presented, as requested by the UN, a progress report on the political dialogue process, the objective of which is an agreement to move towards elections and the return to institutional normality.

After Chancellor Généus' presentation, the majority of Member States deplored that no progress had been made with a view to finding a consensus to resolve the crisis, but that, on the contrary, the situation had worsened for all levels.

For his part, UN Secretary-General Antonio Guterres bluntly acknowledged the failure of political dialogue so far.
