Haiti - Politic : The negotiations after the ratification according to Youri Latortue

In the Senate, the consultations are continuing to try to secure a majority to ratify the Prime Minister-designate, the Dr. Garry Conille. The Senator Youri Latortue, in favor of Dr. Conille, remains of a guarded optimism. He said that the chances of ratification or rejection are now of 50/50. Regarding the negotiations, the Senator says that they will come after, if the Dr. Conille is ratified, in the second phase which is much more political.

"...there was meetings with the parties, there was a meeting with Ayiti an Aksyon (AAA). We looked at the questions to ask to Mr. Conille on these different documents, and secondly, we talked about the political issue, I stressed two important points: the IHRC and the Minustah. We still have other issues to be addressed such as the election issue, the publication of the constitutional amendment, of the budget, the funds allocated to municipalities, all this will surely come after the vote in the Senate if the vote is positive [...]

The negotiations will come, but at the second level [general policy statement] which is much more political, inter alia on: a pact of governability to know what awaiting us, a sharing of responsibilities if you have the appropriate skills. I think all this will come, but the first step is the ratification of the choice of Prime Minister-designate, this concerns the documents, a technical vote as specified in section 157 of the Constitution [...]

Someone who appears before a political assembly "against the light" has half the chances to succeed and half to fail, that's why I always say 50/50. In the Senate, you have certain parties that have positions of principle [...] "normally", if we have political parties, the Deputies who voted in a sense, it is difficult to see the Senators to vote in another sense [...]"
