After the former Presidents Prosper Avril, Jean Bertrand Aristide, Jean Claude Duvalier and Boniface Alexandre, the President Martelly on the sidelines of the 12th Forum of Biarritz which was held Thursday and Friday in Santo Domingo, met the former General-President Henry Namphy (1986-1987).

The Head of State, during a cordial meeting with Mr. Namphy invited him to return to his country and also informed the General, of his projet to gather around a table all the former leaders of the country through the establishment of a Council of Elders (Conseil des Sages), deploring the fact that for security reasons or other, a Haitian citizen can not live in its country. The former General President promised to the President Martelly, to think about his proposal.

The Head of State proposes to meet, Lesly Francois Manigat (as soon as the health status of the latter will allow the holding of this meeting) and René Préval.

At the departure of Jean-Claude Duvalier was instituted a National Council of government that lasted from February 6, 1986 to March 20, 1986 (Namphy was president of it). General Henry Namphy, nicknamed "Ti-blan" or "chouchou du peuple" was the President of the National Council of Government from March 21, 1986 to February 7, 1988.
