During the Council of Ministers of December 18, 2024, meeting in regular session under the Presidency of Leslie Voltaire, President pro tempore of the Transition Council, assisted by the Prime Minister, Alix Didier Fils-Aimé, the following decisions have been adopted :

Establishment of the National Security Council (CNS) :

In order to provide a response to the various aspects of the security crisis raging in the country, and to meet the requirements of the Political Agreement of April 3rd, 2024 for a Peaceful and Orderly Transition, a National Security Council (CNS) was established.

Establishment of the state of emergency :

In order to facilitate the various interventions of the police in the fight against insecurity and to deal with the agricultural and food crisis in the country, it was decided to establish a state of emergency throughout the national territory for one month, from December 22, 2024 to January 21, 2025.

Determination of National Days of Reflection and Awareness :

In order to raise awareness among all the daughters and sons of the Nation on the major political, security, environmental, economic, social and cultural problems facing the country, and to jointly identify sustainable solutions, an Order determining the National Days of Awareness and Reflection on the major problems of the country and their solutions has been adopted. It is the duty of the present generation to solve the problems of its time and to create the conditions for the well-being of future generations.

Appointment of interim executive agents :

In order to guarantee the proper functioning of the municipalities of Port-au-Prince, Pétion-ville and Tabarre, it was decided to provide them with municipal commissions responsible for managing their interests until the next elections.

In addition to these decisions, instructions were given so that all available means be put into action to eradicate insecurity, ensure the proper functioning of the institutions of the Republic, raise awareness among the entire population about the country's major problems and their solutions, and restore national dignity.
