Haiti - FLASH : Passport issuance, major progress

On August 5, 2025, as part of the 20th edition of "Tuesdays for the Nation" Antoine Jean Simon Fénelon, Director General of Immigration and Emigration (DIE), presented the major progress made in the modernization of immigration services, both nationally and internationally.

In his speech, he highlighted three key areas :

• Improving passport issuance services;

• Standardizing biometric data;

• Modernizing administrative infrastructure in Pétion-ville and Canapé-Vert.

Fénelon particularly praised the significant improvement in consular services in the United States, with nearly 60,000 passports issued to our compatriots via the Haitian Embassy in Washington between January and August 2025, after a long period of delays within the Passport Production Unit.

Additionally, on the instructions of Minister of the Interior Paul Antoine Bien-Aimé, a strategic mission was also conducted in the Dominican Republic. This initiative resulted in the issuance of 25,007 passports, distributed as follows :

• Embassy of Haiti in Santiago : 6,648

• Consulate in Santiago : 10,000

• Consulate in Higuey : 8,150

• Consulate in Dajabòn : 209

• Consulate in Barahona : 680

Director Fénelon also announced the upcoming launch of the E-Card, a digital form to be completed 72 hours before travel, designed to facilitate airport screening.
