Haiti - FLASH : New Acting Director General at the head of the PNH (video speech)

On Friday, August 8, 2025, Laurent Saint-Cyr, President pro tempore of the Transitional Council (CPT), and Prime Minister Alix Didier Fils-Aimé chaired a Council of Ministers meeting at the Villa d'Accueil.

During this meeting, the CPT advisors and members of the Government adopted the draft decree establishing a state of security emergency in the West, Artibonite, and Center departments for a period of three months, as well as the draft order appointing citizen André Jonas Vladimir Paraison as the new Acting Director General of the Haitian National Police (PNH).

Several other important points, for the benefit of the population, were discussed during this first Council of Ministers meeting of Laurent Saint-Cyr.

With this appointment, the CPT reaffirms its commitment to taking decisive measures to sustainably restore security in Haiti.

A few hours after this Council meeting, in a context where the entire nation is facing a historic challenge, President Laurent Saint-Cyr, accompanied by Prime Minister Alix Didier Fils-Aimé and Minister of Justice and Public Security Patrick Pélissier, presided over the official installation ceremony at the Villa d'Accueil of Inspector General André Jonas Vladimir Paraison as Acting Director General of the PNH.

Paraison replaces Rameau Normil, who held this position for almost 14 months and is leaving through the back door for the second time in his career. Normil returned to the helm of the PNH on June 21, 2024, replacing Frantz Elbe. Normil first led the PNH in August 2019, replacing Michel Ange Gédéon, until November 2020, when he handed over command to Léon Charles.

In his speech, Laurent Saint-Cyr emphasized the urgency of restoring national security, essential to the well-being of Haiti's 12 million people, recalling that security is the foundation upon which freedom, justice, and development are built. He praised the work accomplished by Normil Rameau in a difficult context, while expressing his confidence in his successor, recognized for his effectiveness on the ground. "Today, twelve million Haitians are calling with one voice : security. Thousands of families aspire to rebuild their lives, to return to their homes, thanks to a single condition : security. Hundreds of businesses, schools, universities, and hospitals must reopen to serve, educate, and provide care, and all of this rests on a single foundation : security. Fear must change sides !" insisted Laurent Saint-Cyr.

He emphasized that this strategic change at the head of the Haitian National Police (PNH) responds to the national need to regain full control of the territory, neutralize armed threats, and restore state authority in all its dimensions. He reaffirmed that the CPT and the Government will unreservedly support the new Acting Director General to provide him with the necessary resources to accomplish this mission. By making this appointment, the CPT and the Government reaffirm their unwavering commitment to defending national sovereignty, protecting the Haitian people, and preparing the ground for the constitutional referendum and free and credible general elections, in a climate of order, stability, and restored dignity.

In his acceptance speech, André Jonas Vladimir Paraison made a solemn commitment to lead the recapture of areas besieged by criminal groups, to ensure citizen safety, and to restore trust between the population and the Haitian National Police. He also called for the collaboration of former Directors General and retired PNH officers, as well as the unity of all police officers to save the country.

A former security coordinator at the National Palace with over 30 years of service in the PNH, the new Director General, after the customary thanks, acknowledged the gravity of the situation and pledged to restore security throughout the country, stating that he had "no room for error." He discussed the institution's internal challenges and requested increased support from the CPT and the Government to enable police officers to better "Protect and Serve."

Inspector General Paraison has the confidence of his superiors. He is the one who, on July 7, 2021, while on duty in Pernier, in the Vitelhomme stronghold, rushed to the aid of President Jovenel Moïse. He entered the presidential residence and organized the evacuation to the hospital of First Lady Martine Moïse, who had been shot. Furthermore, Paraison was shot and wounded on February 27, 2025, while repelling, alongside his men, an assault on the Port-au-Prince police station.
