Haiti - Politic : 270 million Gdes project to modernize the Social Assistance Fund 11/09/2025 10:23:33
On Tuesday, September 9, at the Hotel Montana, Georges Wilbert Franck, Minister of Social Affairs and Labor (MAST), officially launched the Social Assistance Fund (CAS) modernization project. He focused his remarks on the CAS's crucial role in social justice, the urgent need to restore this technical department of the Ministry's primary mission, which has long been corrupted by corruption, and to better equip the institution to be more effective in its work with the country's vulnerable. Furthermore, this new initiative is part of a set of five public investment projects initiated by Minister Franck upon his arrival at the helm of the MAST, which previously had only one program. He affirmed that, based on this project, the CAS must become an effective instrument that facilitates balance and harmony within Haitian society. In this regard, he encourages the new administration to act transparently and make social assistance accessible to all citizens who have fallen into vulnerability, regardless of their social status. "Organizing a communication and public awareness campaign around the project, strengthening the technical and organizational capacities of the Social Assistance Fund (CAS), developing a new regulatory framework and procedure manuals for better governance of the institution, implementing an information and beneficiary data management system, and organizing training sessions for CAS staff" are the strategic focuses of this project, stated Jhony Raphaël, the new Director of the CAS, who has pledged to strictly implement government policy on social assistance for the benefit of those in need. Funded by the Public Treasury to the tune of 270 million Gourdes, the Social Assistance Fund (CAS) modernization project will extend across the entire country over a period of four years.
