Vision and future of the Armed Forces of Haiti (FAd’H)

On Saturday, August 22, 2026, the Ministry of Defense continued the work of the National Forum on the Vision and Future of the Armed Forces of Haiti (FAd’H).

This second day was marked by discussions focused on security threats, the operational capabilities of the military institution, the regional and international context, and the challenges related to intelligence, weaponry and cyber defense.

Lieutenant General Derby Guerrier, Commander-in-Chief of the FAd’H, opened the discussions on the theme "Internal Threats to State Stability: Typology and Nature." He presented the main constraints facing the institution, including shortages in equipment, infrastructure, human resources, and training. He emphasized the need to strengthen and rebuild the operational capabilities of the FAd’H, while highlighting several achievements accomplished despite limited resources.

Colonel Antoine Atouriste, speaking on "The Army in the Regional and International Context" analyzed the main regional threats and their implications for national defense and security.

For his part, Pierre Antoine Louis, addressing the theme of "External Threats to State Sovereignty" drew attention to the need to preserve and enhance Haiti’s maritime heritage.

Lieutenant Colonel Edwin Florexil, speaking on military intelligence and weaponry, emphasized the importance of having an effective intelligence service, considered an essential instrument of national defense.

Finally, Guy P. Etienne addressed the issue of cyber defense and new technologies, stressing the need for defense institutions to strengthen their capabilities in the face of evolving threats in the digital domain.

Through these various presentations, this second day contributed to a deeper reflection on the challenges facing the FAd’H and on the necessary steps to build a modern, professional army, better equipped and adapted to Haiti’s security realities.

The Forum will continue this Sunday, August 23, 2026.
