On Monday, October 5, 2026, Prime Minister Alix Didier Fils-Aimé attended the ceremony marking the resumption of judicial proceedings for the 2026–2027 year, held at the Court of Cassation at the Champ-de-Mars in Port-au-Prince.

The ceremony took place in the presence of government officials, representatives of the diplomatic and consular corps, magistrates, and representatives of the Haitian National Police (PNH) and the Armed Forces of Haiti (FAd’H).

In his address, Magistrate Jean Joseph Lebrun, President of the Court of Cassation and the Superior Council of the Judiciary (CSPJ), presented a report on the 2025–2026 judicial year. He notably highlighted 286 decisions handed down by the Court of Cassation, 249 rulings issued by the five Courts of Appeal, and 6,388 cases handled by the country’s Courts of First Instance (TPI).

Speaking at the event, Prime Minister Fils-Aimé framed the new judicial year around the themes of reform and efficiency. "There is no lasting security without a strong justice system," he declared, emphasizing the need for a justice system that is independent, accessible, and protective of citizens.

The Head of Government announced that the new Penal Code and the new Code of Criminal Procedure would come into effect on January 1st, 2027. He presented these two texts as key elements in the modernization of the Haitian judicial system. Fils-Aimé also highlighted the measures taken to combat prolonged pre-trial detention, notably the release of several detainees in Jacmel and Port-au-Prince, the resumption of criminal assizes at the Port-au-Prince Court of First Instance after an eight-year hiatus, and the operational launch of two specialized judicial units in the capital.
